Hayling Island Community Board By BARRY KING IT was encouraging to see more local residents attend July's meeting and be prepared to voice their views.

We continue to need more residents attending who are keen to seek improvements within our community.

Environmental quality ranger Nick Horten's latest report showed the diligence of the anti-flytipping and dog fouling patrols, which have been increased to enforce Havant Borough Council's zero tolerance policy.

As reported earlier this year, we are thankful to those residents who are observant and duly report incidents.

Currently cases of fly tipping and abandoned vehicles are at an all-time low.

Rose in June

There has been no further information regarding the proposed development of the Rose in June.

The site continues to be a subject of debate following the developer's latest proposal to auction the site and/or proceed with a potential development of 12 dwellings.

It was to be auctioned via sealed bids back in May. Subsequently a request has been made through the community board support officer to ascertain the current situation.

The plot continues to remain an eyesore. It does however provide parking for those not wishing to pay for the council car park.

Eastoke CornerThe Liveability Project at Eastoke Corner continues to be of general concern.

Local residents questioned when we could expect action on the proposed improvements. Since the June meeting, HICB chairman Terry Worrall met borough council leader Tony Briggs.

The meeting was positive but there appeared to be some miscommunication on several points, including confusion over the sum of money involved.

Havant Borough Council (HBC) recently referred to it being 120,000, whereas 150,000 had always been the amount confirmed to HICB.

The board will continue to challenge HBC until these points are resolved.

Urban design team leader Julie Boschi confirmed Cllr Briggs was progressing with potential funding from Hampshire County Council.

But it is unlikely there will be anything to report before September/October.

A new noticeboard has been installed at Eastoke Corner for residents' use.

Draft Core Strategy

In June a number of Community Board members attended a presentation at the Civic Offices on the Local Development Framework Draft Core Strategy – the borough's planning blueprint for the next 15 years.

It had been an interesting meeting with a wide range of people attending from all over the borough.

One of the issues raised was flooding at Northney. Residents are forming working parties to fill-in the large gaps to protect the land.

If the circular walkway around the Island progresses this would significantly assist landowners in the case to protect the land.

It had also been confirmed that permission was still required from certain landowners to install two gates and a signpost for the Liveability Circular Walk.

Community Board representatives will keep in touch with Ms Boschi on the project.

Safer Neighbourhood Panel

The board decided the subject of community safety including the Safer Neighbourhood Panel would be discussed during the meeting in the hope of attracting more members of the public.

Thanks to those residents who attended and actively participated during the meeting.

Sgt Steve Pratley's report on policing activities can be found on this page but there are several points which need to be highlighted by the HICB.

The priorities for the Island are:

Hayling and Mengham Parks – focusing on anti-social behavior. Regular patrols are in place, supported by response units from Havant. The Safer Neighbourhood Team regularly visited the parks. Information is being gathered to enable Anti-Social Behavior Orders (ASBOs) to be issued if required.

Youth engagement – A football tournament is being arranged for September 15

Seafront – There have been a number of burglaries and criminal damage to beach huts. Subsequently funding has been acquired for Smartwater kits to mark property kept in them.

The general discussions included the focus on anti-social behavior during the summer months and speeding along the Seafront – with discussion on recommended speed limits and '20 is Plenty' signs.

Incidents of underage drinking in Marshall and St Hermans Roads and the setting alight of a Coventry couple's car while on holiday on Hayling – as reported in the Islander was also discussed.

The police continue to need input from the general public – there are forms available and an email address – and we continue to encourage residents to respond with reports on criminal activity, observations and recommendations that will be to the benefit of the community.
